To enable tamil unicode font support in windows follow the instructions given below.
- Go to control panel -> Regional and Language options.
- Click on the languages tab
- Enable the option "Install files for East Asian Languages" (Refer to image below)

You will be asked to insert Windows installation disk. Do that and restart the system.
You should now be able to view tamil unicode fonts.
